What do you think went on during Rupert Murdoch discussion with Milly Dowler's family?

Clearly Murdoch apologized and the talk was of improving standards of journalism - which indicates culpability of his organization. Would there have been a monetary offer to avoid prosecution and the ociated negative publicity? We aren't hearing about them wanting to take this further or even make a statement condemning the actions of the company and its employees - just an encouragement to do better, do you think they would just accept an apology and a promise and do you think this influenced the tone of their reply; especially after hiring an expensive lawyer to represent themselves?
